Telecommunications Action Plan for Remote Indigenous Communities (TAPRIC)
The TAPRIC
initiative has come about in response to the TSI
findings made in September 2000 and consequent recommendations concerning
services to remote Indigenous communities. The TSI found that telecommunications
services in Indigenous communities were at a poor level and required particular
attention. The Commonwealth Government responded with two initiatives:

Undertaking a
Strategic Study of telecommunications service levels in Indigenous communities
to develop a TAPRIC; and
¡P
Improving payphone
services in remote Indigenous communities
The
Study was Carried out by a DCITA
taskforce, and in consultation with community, government and industry groups,
submissions were made and a TAPRIC was developed. The Report comprising of the
Action Plan, Findings and the Framework for the Action Plan presents the
findings of the Study and establishes a guiding policy framework and action
agenda to improve telecommunications services to remote Indigenous communities.
This Web Site & the PUBLIC AWARENESS INFORMATION CAMPAIGN
Identified in both the Framework for the Action Plan and the Action Plan itself the public awareness information campaign is identified as a key strategy. The Framework for the Action Plan identifies the three key objectives of the Action Plan:
The information campaign is identified as one of the strategies to improve information flow and the Action Plan lists the information campaign as strategy 9.
The information campaign will be undertaken by the Commonwealth Government in order to raise awareness of existing telecommunications rights and obligations of service providers and highlight and promote existing and new services and programs, to assist service take-up. The purpose of this Web Site is to contribute to this information campaign by concentrating the content to a specific issue or area of information, which will help in raising service awareness and take-up. The content of this particular Web Site is concerned with assisting service take-up of, and promoting future improvements to Internet services by highlighting the basic computer and Internet skills, hardware and software, which will be necessary for the Indigenous people in the remote communities to know or at least be aware of in order to take advantage of future increased and improved internet services within their communities such as online access centres and Internet kiosks. It should be pointed out at this point that this Web Site is not intended to be an online training site, but rather a site that will introduce the Indigenous people to the basic concepts of the personal computer with a focus on using the Internet. Therefore this web page is primarily aimed at the people of these remote Indigenous communities who have been the focus of the TAPRIC study.
